The Council is composed of the EU Social Partners in the TCLF sector, representing the industry and workers’ organisations, as well as the Industrial Skills Partnerships, i.e. the national Observatories involved in education, training and employment in the Textile, Clothing, Leather and Footwear industries.

A Board, composed of the representatives of the Social Partners, is in charge of the executive decisions and the management of the Council's activities
Over time, membership will be extended to education and training institutions, technical centres, research organisations, public authorities, national trade unions and sectoral associations, as well any other national or international entity operating in the TCLF sector and those whose action closely relates to education, training and employment for TCLF.

The EU TCLF Skills Council is established in Brussels and convenes at least once a year.
